since admins aren't usually in the normal dayz server, if possible, can we get some kind of broadcasted message before a server restart so we stop losing helis to the ever consuming forests?

That can be done. Thanks for telling us. We just implemented this on our Epoch server so we can it for the regular DayZ server right quick.
