im sure u can maintain popularity @ night(12-3ish) as well if u put in some pub maps like dust, dust2, inferno, aztec, n italy in2 the votemap rotation
just my 2 cents from playing on the ea non steam server, but they do have alot of hackers and auto ban scripts and admins on 95% of the time so idk if this helps or anything
