Unbanning non steam players

Does anyone know how you can unban a non steam player? Maybe that players router ip or something?

yes thompson when i go in my C: program file in CS folders there is no Steam folder just valve and other map folders no steam folder at all in my computer

what that mistake have to be happened with me ( please try to fix this problem or do you think if I reinstalll my windows it will work or i will be still banned and reinstalling windows have nothing to do with this ?

I suggest buying cs instead of illegally downloading it, you said your country doesnt allow online buying? Then move to a new country? lol
