An Applicant Hacking?

I'm not sure if this is quite the right place to post this since he's an applicant, but well... earlier today, I came on and saw [CKW-A] xDesTroYx and I noticed maybe 1-2 complaining of him hacking in this pistol map, but when I killed him several times I didn't really raise concern. However, when this map came around I noticed him spinning while even trying to shoot and seems like he shot everyone almost on target while doing this. He was not spinning around on the last map. This may not have been a long demo but looking at this I feel like most of the shots he made are almost impossible to make. After this event I could only kick him but he never came back after. If this is not enough proof or if it was just extreme luck, then I apologize. His SteamID is STEAM_0:4:957806195.
